The 11 of 13 locks thing is because mages in that world gain their power from Fates. Fate gives you a quest and if you complete it you become a Fate. The time limit is by the time the last lock is opened. But a mage becomes more powerful the more locks they have unlocked.
Don’t complete the quest before the last lock is unlocked an you become a monster.
